Outcomes, Objectives and Logic Model

Objectives

  • Encourage and empower communities to organize local alliances.
  • Establish and facilitate a statewide network of local alliances to share: 1) information about evidence-based and emerging programs, practices and policies, and; 2) the resources to develop and implement these strategies.
  • Link local alliances to information about state and national prevention and youth development resources and the national network of community coalitions.
  • Increase State agency cooperation, coordination and collaboration in assisting local prevention and youth development activities.
  • Increase the visibility and effectiveness of existing State prevention and youth development resources to help communities organize against substance abuse and promote resources for youth.

Outcomes
The Alliance for Wisconsin Youth is an intermediary organization designed to help local Alliances learn, organize, network with others, and gain access to useful human, material and financial resources. In this work, AWY does not provide direct services to youth and as such does not produce or measure youth outcomes or National Outcome Measures (NOMs). However, AWY is committed to educating local Alliances about the importance and necessity of tracking and reporting NOMs when local Alliances receive State funds directly.

The Alliance sponsors the Statewide Youth Leadership Council (SYLC) and Youth Press (YP) of Wisconsin News. These efforts engage young leaders from around Wisconsin in learning together about local prevention planning and taking local action. Participating youth also take on statewide projects such as publishing the Youth Press of Wisconsin News and distributing their own public service announcements. NOMs are collected and measured for youth participating in SYLC and YP.

2006-07 AWY outcomes:

  1. Increase AWY membership to 100% of Wisconsin counties and 50% of Wisconsin tribes (6 of 11).
  2. Develop and maintain an accurate and accessible membership database on an attractive and easy-to-navigate AWY website.
  3. Local Alliances receiving training and technical assistance services will rank at least an average of 3.5 (of 5 being high) on feedback forms.
  4. Pursue partnerships with at least 3-5 organizations that are related to the work of AWY, such as the Wisconsin Alcohol Tobacco and Other Drug Education Network, Wisconsin Clearinghouse, Marshfield Clinic-Center for Community Outreach, Wisconsin 4H YouthDevelopment, State Epidemiological Work Group, Wisconsin Public Health Association, Fighting Against Corporate Tobacco, and Wisconsin After-School Alliance.
  5. Develop and implement, or contribute to coordinating and funding, at least two (2) regional or state-level local Alliance information sharing and education events. Ensure information about National Outcome Measures (NOMs) is distributed.
  6. Administer competitive coalition improvement grants program to support and enhance the work of member coalitions. 60% of local Alliances receiving a Coalition Improvement Grant will improve their coalition in at least one of the components of coalition constituents and the SAMHSA/Strategic Prevention Framework.
  7. 100% of local Alliances receiving a Mini-Grant (for Family and Community Town Suppers, Link ‘n Learns, Youth Summits, or World Cafes) will report increasing public awareness of substance abuse prevention and youth development as measured by event evaluations. 100% of local Alliances receiving a Mini-Grant will report at least an average of 3.0 on the AWY Participant Feedback form.
  8. Maintain membership in Community Anti Drug Coalitions (CADCA) and distribute weekly emails to AWY members.
  9. AWY member coalitions and partners will receive timely information about developments with State Epidemiological Work Group, Strategic Prevention Framework and National Outcomes Measures.
  10. Ensure membership and state partner input into shaping the direction of AWY: 1) at least nine (9) AWY Advisory Council members will participate in each Council meeting as measured by attendance records and minutes; 2) at least 25% of AWY member chapters will provide input to AWY management and direction.
